A litle more detailed situation would help...
OSPF supports internal and external routes.
All have cost associated, but cost is not the most important factor.
You have external type 1 and type 2.
Type 2 cost is fixed at ASBR, type 1 is "compatible" with internal cost
and incremented along the OSPF path.
You have 2 internal types, intra-area and inter-area.
1st choice is intra-area
2nd choice is inter-area
3rd choice is external type 1
4th choice is external type 2
and within each, cost is the selection factor.
