This seems to be that your primary route is being received through a
tunnel that in turn comes through the ISDN link.
Dialer watch is not smart enough to see that the tunnel comes via the
dialed path and assumes the PRIMARY is back up, so decides to shutdown
the ISDN, which in turn shuts down th etunnel, and the PRIMARY, so there
we go again...
