Low Latency Queueing for Frame Relay can be used in conjunction with the
features listed in the following sections:

     * RTP Prioritization
     * Voice over Frame Relay
     * Frame Relay Fragmentation
     * IP Cisco Express Forwarding Switching

That means used at the same time, not one way or the other, AFAIU :-)
The paper is rather old (12.1) and seems to relate to the introduction
of MQC for frame relay.

It also states that ip rtp priority is only compatible when used at the
map-class (and not at the interface.

Back to the original question:

I *guess* that you can put ip rtp priority in the same map-class that
you are also using MQC and that will service rtp traffic directly as
priority w/o you having a specific MQC class associated with it.
