Dampening with Route-map - Halabi's example 12-90

I though there was an error on example 12-90, that route-map SELECTIVE_DAMPENING permit 20 would select any route (because there is no match command). But when implementing it, the route 193.78.1.0 does not go to history state.

It seems that the behavior of route-map is different when dampening (comparing with filtering updates, where a "route-map X permit 20" without a match clause would allow any other updates)

Any advice?
