All depends on how interfaces and PVCs are configured.
If u have one PVC per interface, there is no difference.
But if u have more tha 1 PVCs per interface, it will depend on which links you need to apply QOS to, so in this case a per VC config is needed.
This is my understanding, lets see what the group would suggest.
