I focus on the embezzlement of my staff's IP address.So I have to do this.

I do as below also(Please be noted the last two lines):

#conf t
#(config)arp x.x.x.x(IP address) m.m.m(MAC address) arpa.
#(config)int fa0/1
#(config-if)arp timeout 60

I dont't clear the opposite host's arp-cache. Because thousands of computers
need to do the same job. But I clear my router's arp-cache.

But it still can't work properly.

Please let me know why.
