Depending on the other requirements of the section,
you could use MQC. Match the traffic with an access
list, and use a policy map that included the "set
fr-de" option for that class of traffic. You would be
using the 'fragments' keyword with 'set fr-de'.

(Set fr-de was introduced in 12.2T(2) IOS.)
