But if you re only asked to configure one side then there is little chance
the other end has a GRE tunnel already built,

Under RIPv2... when asked to perform unicast updates w/o using neigh +
passive,
you can do this by NAT'ing destination udp port 520 with dest. ip of
multicast
224.0.0.9 swapped to a unicast address.
Would other acceptable option be... using gre tunnel between two routers and
running rip over it? I woudl think its still unicast between the _routers_.
