Hi Thunai,
 
CAR rate limit only allow multiples of 8,000bps, thats why you have configured 496,000 in bps(bits per second(and not 500,000bps). The next 2000 is Bc in bytes and third 2000 is Be in bytes(Even these one must be multiples of 8,000 or else you have to adjust it accordingly). I think the allowed(commited burst)(Bc) and excess burst(Be) must be given for you. If it is FRTS you can calculate Bc by Tc*CIR and Be=Tc*(AR-CIR).
