It's been said that a non-active time range access list line is treated
as "it does not exist".
It seems that this is not the case.
An otherwise empty access list will act as a deny everything list, where
an empty list actually behaves like a permit anything.
The ones that actually behave like not being there are the reflexive
ACLs when empty....
