Eigrp neighboring between 2 AS numbers

Hi Group,

I got below said real world situation at hand and would appreciate any one
guidance in this matter.

Topology is as follows:

Net A >>>> LAN of 10.0.0.0/24 >>> Running EIGRP 100 >>>> WAN IP
10.1.252.17/30 ------> Sub interface of HSSI >>>>Connected to Net B <<<< WAN
IP of 10.1.252.18/30 ----> Sub interface on ATM which is running Eigrp 200
>>> LAN of 192.168..0.0/16.

Now I am not 100% on 2 things.

Firstly , I am aware that MPLS can support any layer 2 protocols between
either ends. For example it can accommodate any combination of ISDN , ATM ,
Frame , Cable or Broadband at either end of PVC or SVC. And in this case as
you can note above , I need to bring up PVC between HSSI sub int on Net A
and ATM sub Interface on Net B.So is it possible to do this with out MPLS ?
If yes , can you please explain ?

Secondly as mentioned above , Net A with an EIGRP of 100 need to have WAN
connectivity to Net B who is running EIGRP of 200.And both the WAN
interfaces are falling in to a common subnet. So Now Q is , which is the
cleanest way(from config point of view at both ends) to bring up L3/EIGRP
neighborship across PVC ?
