If I remember well that discussion, the number is always yours. But there is a police that can delay transfering the person number from one company to another; it would be Cisco way to avoid competition between partners that would cause some problems. For example, say partner A invest a good deal of money so an employee gets his number and the company gets its Gold; next partner B offer a good money to that employee and he lefts company A. Company B gets its Gold and company A loose its Gold. Little weird. Of course the best solution would be an agreement between company A and employee to rise the salary.
