Tim,
What are you trying to do - initiate an ISDN call or just have the interface
be up/up before createing a call?
Have you initiated a call out based on what is defined for your dialer-list?
After you bring the BRI out of backup state, what does a 'show ISDN active'
state (giving the int a few moments to synch with the provider)?
