The is-type level-2 command makes the router isis instance a level 2
instance, or most commonly (for routers that are only running one router
isis instance), makes it a "Level 2 router"
On a L1/L2 router, you can use the circuit-type to influence the adjacency
that is negotiated on that specific circuit.
Eg. you can force a Level 2 only adjacency between L1/L2 routers.
