Shaping delay formula ?

Hi group,
does anyone know the "official" formula for calculating the shaping delay? I
have the following but not sure

          Shaping_delay= Tc - Tc/(Link Speed/Cir)

Example:
 If
      Link Speed - 2048 ( E1)
      CIR( Shaping Rate) - 256 kbps
      Tc, Bc -default
Than
       Shaping_delay= 0.125 - 0.125/( 2048/256) = 0.109

Please correct me if I am wrong
