Could you ping 162.1.19.9 from R1 after reloading the router and capture the results of debup ip packet?

========================
Quoted:
I have a 3550 conenct Router 1 and PIX.

On 3550:

mac access-list extended ARP
permit any any 0x806 0x0
!
!
vlan access-map DENYARP 10
action drop
match mac address ARP
vlan access-map DENYARP 20
action forward
vlan filter DENYARP vlan-list 19
!

On R1:

arp 162.1.19.9 000a.b7f5.ce66 ARPA

On PIX:

arp outside 162.1.19.1 00d0.586e.b720

But if I remove vlan filter DENYARP vlan-list 19 then
put it back, it works.

But if I reload PIX or R1, then can not ping each
other.
