frame-relay priority / custom queuing

I have a question regarding the use of priority or custom queuing within
frame-relay.

Does the queuing method configuration always have to be within the map-class
or can it be made directly on the frame-relay interface. What would the
functional difference be besides the lack of FRTS and per DLCI control. This
question also applies to the use of CBWFQ. All the scenarios I see in the
documentation show the former.
