If there is no Ip address listed in your frame-relay interface-dlci line,
then you are not mapping any L3 information.
Check out your 'show frame-relay map' output.
You CAN still use this command with the "protocol" parameter at the end of
it. But otherwise, all you are doing is assigning a DLCI to a particular
interface (typically subinterface, or non-default location). This can be
verified also using the 'show frame-relay pvc' command.
