Q2 Cisco IP phone forwards voice traffic with 802.1Q priority of 5,
Use 'mls qos trust cos' on the interface.
Cat 3550 Multilayer switch software configuration guide p12-4

To trust the cos of the PC attached to the IP phone switch:
'switchport priority extend trust'
