Oh I understand, but they were configured as normal isdn. When I say
permanent I mean always connected and flat rate.
If I remember well the IOS was 11.12 or so and it made a difference to have
keepalive or not,

Richard,
Yes, the keepalives will become enabled IF you issue the "isdn
leased-line br0/0" command, but for CCIE lab ISDN preparation a leased line
ISDN configure is a little out there ;-)

It had effect at least in the past then. I remember when few years ago in
another, an admin misconfigured his NMS. By error it configured 300 routers
BRI interfaces with the no keepalive command by SNMP. It was a permanent
ISDN connection that needed reconnection from time to time. But for some
reason, due to the keepalive missing, the routers thought they were still
connected. They were all down !! --Richard

Have you tried to apply the command to a BRI interface to see if it even has
any affect?
Rack1R4(config-if)#int s0/0
Rack1R4(config-if)#keep 30
Rack1R4(config-if)#do sho int s0/0 | in Keep
  Keepalive set (30 sec)
Rack1R4(config-if)#no keep
Rack1R4(config-if)#do sho int s0/0 | in Keep
  Keepalive not set
Rack1R4(config-if)#int br0/0
Rack1R4(config-if)#keep 30
Rack1R4(config-if)#do sho int bri0/0 | in Keep Rack1R4(config-if)#
Rack1R4(config-if)#no keep
Rack1R4(config-if)#do sho int bri0/0 | in Keep Rack1R4(config-if)#
