I think you switch doesn't have any routers yet.
Try to write the command twice and the switch will accept it. The first
message is a warning that the switch can't find a route to the
destination address.

Cat3550(config)#logging 1.1.1.1
Cannot open logging port to 1.1.1.1
Cat3550(config)#
Cat3550(config)#
Cat3550(config)#logging 1.1.1.1
Cat3550(config)#
Cat3550(config)#
