BGP peer in its default configuration is unilikely to flap when there is a MTU mismatch,
see http://www.cisco.com/warp/public/459/highcpu-bgp.html#iptcpmtudisc .
So if it is flapping and config does NOT include PMTUD then it's something else.

I search for a solution to successfully troubleshoot MTU mismatch between
devices (Serial link, Atm etc). Assume for example a BGP Peering is flapping
and you want to know if the Layer 2 connectivity is correct how you can
debug or troubleshoot types of MTU mismatch and correct them?
