Yes, and no. If you use the is-type under the router command is sets the
entire router at the specific level. The interface command impacts that
interface alone. There situations where your require more than one level on
a router...The concept is comparable to a router being a Stub OR backbone
router versus the router being an ABR.

#isis-type level-1

is the global equivalent of

#int <your choice>
#isis circuit-type level-1

The circuit type is an interface level command that achieves the same as the
isis-type command. Could someone please clarify if I am not correct.
