Hello,

what is the system message you get when you try to TELNET to the remote
router ? What is the configuration of the remote router4s VTY lines ?
You could try and extended ping where you specify the source and destination
IP address, make sure that these addresses can reach each other, and then
specify those as source interfaces for TELNET sessions with the global
command:

ip telnet source-interface

on both routers.
