This is true provided you pass your lab while your CCxP/xA certifications are -active- at the time you pass your lab exam. Once they expire, even if you pass your CCIE, you won't get those certifications back.

I would have concentrated on my next lab attempt instead. All you expired CCNP/NA cert automatically get renewed when you pass the lab, mine did.

I took the composite exam to recertify my CCNP and CCDP right after I failed my second attempt (I left three weeks to do this by scheduling my lab three weeks before my CCNP and CCDP expired).
The CCNP and CCDP are still very valuable, especially if you work for a Cisco partner. In addition to getting the partner points and perhaps contributing to a specialization, the CCxP (and CCxA) are sometimes needed as building blocks towards other partner requirements. Just make sure you consider these pieces of the puzzle before you make a decision.
Having that said, the composite exam is $187.50. If you felt prepared for the CCIE lab (and feel you almost passed, nonetheless), you should have no problem at all passing the composite exam cold turkey. I just went and took it, didn't open up a book at all, and passed by a significant margin. It's just one less thing to stress about when you take your next lab attempt if you don't have your CCxP and CCxA riding on your lab result.
One other thing - Cisco recently made changes to their system, but it used to be that a CCIE did -NOT- take the place of a CCxP or CCxA partner requirement when it came to building blocks for other partner requirements. For example, to fulfill a role for an IP Telephony Specialization (say the SE (Design) role), you needed a CCDA. The CCIE did -NOT- fulfill this requirement, but I think they changed that in recent weeks.
So ultimately it's up to you. I would just think twice before letting something expire that you've (probably) worked so hard to earn, when the alternative is $187.50 and just a few hours to pass a test.

Once your cert has expire, the only way to make it active is to redo
everything from beginning for CCNP, that means you must first meet the
prerequisite which is a valid and active CCNA (depending on when you got
your CCNP, your CCNA might expire the same day your CCNP expires ie if your
CCNP had recertified your CCNA before, then both the CCNP and the CCNA would
be set to expire the same day).
My advice is, if you think you would not be able to take and pass the lab
before October, it will be better you take the exam 642-891 Composite exam.
I took that exam 3 weeks ago to recert my CCNP/CCDP. I have just checked my
CCO, all my CCNA, CCDA, CCNP and CCDP certs are all set to expire on the
SAME DAY. So, if you do not take the proactive approach now, you might find
yourself taking 5 exams (CCNA and all 4 CCNP exams). On another stroke, you
can always have your CCIE without a valid CCNP cert.
It is only a suspended cert that can be reactivated.
