I went ahead and configured it on my machines at home.
Here is the router with the pots config:
interface Ethernet0
ip address 192.168.0.3 255.255.255.0

destination-pattern 123451111
port 1
!
Here is the calling router config:
interface Ethernet0
ip address 192.168.0.1 255.255.255.0

destination-pattern 12345[0011,1111]
session target ipv4:192.168.0.3

r1phone#csim start 123450011
csim: called number = 123450011, loop count = 1 ping count = 0

csim: call attempted = 1, setup failed = 1, tone failed = 0
r1phone#csim start 123451111
csim: called number = 123451111, loop count = 1 ping count = 0
csim: loop = 1, failed = 1
csim: call attempted = 1, setup failed = 1, tone failed = 0
I also have a phone attached to my router, and it did ring. When I tried
12345[00,11]11, only 123451111 worked for me.

It's been said that some IOS support extended grammars, like {} to
represent repetition, but I have seen no router that supports that.
So, no, there is no way to get those two numbers and only those.
