Ensure that the DHCP server will not allocate addresses from .1-.40 or
.240-.254.

which one is correct :

ip dhcp excluded-address 172.16.40.0 172.16.40.40
ip dhcp excluded-address 172.16.40.240 172.16.40.255

or

ip dhcp excluded-address 172.16.40.1 172.16.40.40
ip dhcp exlcuded-address 172.16.16.40.240 172.16.40.254
