PPP Multilink and LFI Fragmentation

In order to enable fragmentation on any circuit, I understand you can use something like FRF12 for Frame Relay or PPP multilink on any interface, the most common of which is a BRI interface. My question is this - When configuring PPP LFI fragmentation on a BRI circuit, do both circuits have to be up for fragmentation to take place? If so, then how would you use PPP LFI fragmentation on something like an ATM circuit where only one "connection" exists?
