With passive peers, it will wait on the other side to initiate a connection.
I think "dynamic" is really what you were looking for in that the peer won't
stay up all the time.

When you are using backup on one side, the other side will likely either be
passive or promiscuous in order to not initate the connection.

to have in backup as a passive peer. How this could help ?
