True enough. With large enterprises, it is sometimes hard to draw the
line between enterprise and SP, but such large enterprises often have
a networking group (sometimes contract) that acts as a service
provider to the rest of the enterprise.

But yes, SPs are different. Even within SPs, there will be distinct
differences depending on how important traffic engineering and QoS
are -- whether your basic inter-AS model is hot potato or cold potato.
