Private VLANs impose a L2 topology much like FR hub-and-spoke. The
protected ports are the spokes. Unprotected (let's ignore
communities) are the equivalent of hubs. Remember that a FR subnet
can have more than one hub, as long as the hubs have a PVC between
them.
