        Are you thinking of:

dialer watch-list <group-number> delay route-check initial <time>

Time, in seconds, after which the router ensures that the primary route
is up once initial startup is complete.

Here is the output from the help on the router:

Rack1R3(config)#dialer watch-list 1 delay ?
  connect Interval before dialing the secondary route
  disconnect Interval before disconnecting the secondary route
  route-check Interval for checking watched route
Rack1R3(config)#dialer watch-list 1 delay route-check ?
  initial Delay for initial check of watched route after boot
