"Usage Guidelines: All routers supporting the OSPF demand circuit are compatible and can interact with routers supporting flooding reduction."
Since the operation is compared to OSPF demand circuit, my guess is that you don't have to put this on every interface in the area, merely the interfaces where you want to reduce the flooding of LSAs in stable topologies. Just as with demand circuit, I'm sure all routers in the OSPF area must -understand- the flood reduction concept, but I would think you could configure it just on the interfaces where you want to deploy this feature.
