A Bgp RIB failure by definition is if a prefix gets a Rib-failure when
installing into bgp table because there is already a prefix in
the RT that with a preferred admin distance ( like learn by ospf) the bgp
distance is 200), then this prefix should not be
advertised to other bgp peers unless the next-hop is the same as the
next-hop in the IGP table.

This sounds like the problem you are seeing.
