Just simply add the network on R3 also :-)

This is just BGP. If you are running a BGP cloud over several IGP routers, you can add the IGP
routes everywhere (on all BGP routers, it doesn't matter which one), as long as the network prefix is
present in the IGP table.
If you have a network prefix which is known via IGP on several BGP routers and you only add this prefix
on ONE BGP router, this prefix will appear on all other BGP routers as "RIB failure"
(since these BGP routers are leaning the route via BGP and are trying to insert this route into
the routing table where the route is already present)

In my case, becasue the network is connected to Both
R2 and R3, It is preferred. If I advertise it on R2,
then On R3, there will be a RIB failure. I can not
figure out how to get rid of it.
