For shape:

shape <average | peak> <mean rate>[<burst
size>[<excess burst size>]]

So what's the diference between average and peak when
mean rate are used in both cases?

And when DE will be set for each of the following two
examples?

And what is bc and be for each of them?

policy-map AVERAGE
  class class-default
   set fr-de
   shape average 32000

!
 policy-map PEAK
  class class-default
   set fr-de
   shape peak 32000
