Hi Tom,
As I know, the voice vlan setting is independent to
access VLAN you set on the switch port. If you set the
voice vlan using the command:

switchport voice vlan <vlan_number>

when you connect Cisco IP phone to your switch, the
switch discovers Cisco IP Phone and all voice traffic
originated from Ip phone will be sent using that vlan.
(If you have real 7960 Cisco phone, use can monitor
that)
