to be hones with you I did not understand your question.
You re running iBGP AS15 Neighbor A and B with external router in between running AS 2. I think I am reading your question wrong....

When NeighborB tries to ping 10.0.0.1, it sends the packet to the nexthop,
ExternalRouter. But ExternalRouter does not have a route to network
10.0.0.0 and drops the packet (because it doesn't participate in BGP).
The question:
How do I fix this?
