I don't think the answer is so clear-cut, other than for the CCIE lab
itself. A reasonable argument can be made that it's fair game in
written tests. Cisco has always made a point that even if it removes
a technology from the lab, questions about it can show up on the CCIE
Written.

For example, the BCMSN objectives do include best practices in
converting from CatOS to IOS. Now, there is a conversion utility on
the 6500, and I believe now 4000 series. Has it been released for the
3550 or 2900?

My understanding of the Cisco Academy labs is that they contain 2900s
and 4000s. If they are preparing for the switching exam with that
lab, and the 2900, at least, doesn't have autoconversion, there isn't
much choice except manual conversion. To be able to convert
manually, you have to understand the starting CatOS notation.
