VAD & SID

What does SID (Silence Information Description) actually do? My understanding is that SID provides "noise" to the listener, whereas VAD (Voice Activity Detection) somehow saves bandwidth?
 
Is this correct? I search on Cisco books & CCO everywhere but I just can't find anything that can validate my understanding...
