It's not in DHCP. It's a simple web redirect. They're blocking all traffic
from the unauthenticated system and redirecting any web traffic to their
authentication/payment system. Once you've paid your IP address/MAC address
is added to a list of authenticated systems and the edge device stops blocking
your traffic.

This is, of course, a simple explanation.
