I do apologise, I totally mis-read your question in relation to ethernet.
I have a rack online, I'll try a few scenarios and get back to you, but
using passive interface will block multicast and stop hellos yes. FYI,
neighbor statements are allowed only on point-to-multipoint or NBMA
networks.

This would be a perfect solution for RIP because adjacency doesn't depend on
hello but for ospf won't the passive interface stop hello packects and in
turn stops adjacency ??? what's your opinion ??
