Are you using the proper router id's to connect the virtual link, (BB/1 ABR
to area 1/3 ABR? Is VL in area 1, (correct), or area 3?
Sounds like mismatched rids or you have the VL in area 3..
Do a sh ip ospf dat on the backbone router to confirm the receipt of lsa's.
If the lsa's are there, then debug the process on the backbone and VL
router, that should give you an indication why it's not being installed.
Should loook like this:
Area 1 (transit_area_id) virtual-link x.x.x.x (remote_router_id)

that routes from area 3 show up in the route table of the other Frame relay
branch router and in the OSPF Database in the central router. This routes
are never populated in the central router's route table or any of the LAN
