        The difference between shaping and policing is that shaping will
buffer excess traffic and try to send it in a later interval. When a
provider enforces a rate on your circuit (i.e. through policing) you
typically want to shape to the policed rate at a maximum. This way you
will ensure that you don't exceed the rate at which they will police
you, but at the same time give your excess traffic more chances to be
sent before it is dropped out of the output queue.
