Yes, you can use different DHCP servers for different
VLANs.

The IP helper address is used for forwarding broadcast
traffic to a DIFFERENT subnet. If the server is on
the same subnet, the server will reply to the DHCP
request on it's own, and you don't need the helper
address command. By having the phones on a different
VLAN, you can use a different DHCP server by
configuring the ip helper address (if necessary) for
the VLAN where the phones are.
