CCIE Wording

Hello,

  Speaking about CCIE wording with ISDN. When the question says that the
router should initiate and maintain an ISDN call if there is any IP traffic
destined for the other side of the link what would be the solution for this
?

Would it be : dialer-list 1 protocol ip permit

or

Would it be: dialer-list 1 protocol ip list 101

Where access-list 101 is pointing to the IP assigned to the ISDN interface
on the other side of the link?

It is always solved in the workbook the 1st approach but I just needed to
discuss why not approach number 2 also ?
