MADMAN, I disagree here . You do not need a port assigned to a vlan to have
the vlan interface up. Suppose 2 switches with a trunk between them, A and
B. A has a vlan inetrface but no physical port assigned. B has a physical
port assigned. This is a case where it would be useful to have the vlan
interface up !!

Regarding the keepalives, I was referring to router ethernet keepalives.

   There are no keepalives on VLAN interfaces.

   your not going to get the VLAN interface active without a active port
configured for that VLAN or and active trunk with that VLAN in it. What
would be the point? What are you trying to do? Stick a loopback plug
into a port if you want the VLAN active.
