   There are no keepalives on VLAN interfaces.

   your not going to get the VLAN interface active without a active port
configured for that VLAN or and active trunk with that VLAN in it. What
would be the point? What are you trying to do? Stick a loopback plug
into a port if you want the VLAN active.
