Gary,

I don't know why it is ( beyond "that is how the guys wrote it"). But it
does seem that the class-default is inactive unless there exists another
class in the map. Cannot find any documentation on it. I tested this on Cat
3550 using 12.1(19). In order for class-default to mark precedence, needed
to have another class, even if nothing matched the other class.
