Hi,
I've seen two basic strategies for addressing core designs.
One strategy is to build the core up with excess bandwidth
and apply few if any QOS, filtering, etc. The other
strategy is to build in some excess and then use QOS for
critical traffic such as VOIP, Routing protocol updates,
etc. By far the most widely used strategy for large ISPs
is to build in lots of excess bandwidth. Smaller
enterprises that can't afford massive amounts of bandwidth
will lean towards the other design.
In your scenario you might look at interconnecting via
multiple Gig connections with no QOS. If multiple GIG
connections between the switches is not finacially feasible
due to distance or transport costs than you are stuck with
oversubscribing and QOS.
